Looking at Simbad...

For NGC 281, shows as a HII Region
https://simbad.u-strasbg.fr/simbad/sim-i...=submit+id

For IC 1590, as Open Cluster
https://simbad.u-strasbg.fr/simbad/sim-i...=submit+id

IC 1590 is a cluster within the HII region of NGC 281.
